How can I ';wash the wall'; in colored lighting on a budget?

You can get lamps at TARGET that have 3-4 lamps on it and the different ';arms'; are posable... Some even have different colored shades that ';throw'; light... Or put different colored lightbulbs in the lamps... good luck
