You Will Need:
Ladder
Vacuum cleaner with brush attachment
Mild detergent
Sponge
Water
Bucket
Dry towel
Plastic drop cloth
The Cleaning Process:
1. Begin by lining the floor with plastic where you鈥檒l be working to prevent damage from excess water or spills.
2. Use your vacuum鈥檚 brush attachment to remove loose dirt and cobwebs. Do not push the brush onto the wall surface, as loose dirt may smudge and leave marks. Allow the vacuum鈥檚 suction to lift the dirt away from the wall.
3. Start at the top of the wall. You鈥檒l want to clean from side to side and from the top to bottom in sections as you work around the room.
4. Fill the bucket half to two thirds full of warm water.
5. Add just enough detergent to create a few bubbles when the water is agitated. Adding too much soap will cause the walls to become sticky and attract more dirt.
6. Dip the sponge in the water and squeeze out excess water.
7. Wipe the wall down as explained in step three, stopping to wet and rinse the sponge frequently.

To clean walls, I use 1/2 cup ammonia, 1/4 cup white vinegar, and 1/4 cup washing soda (Arm %26amp; Hammer still makes this, though it is getting harder to find) to one gallon of warm water.
And yes, this can be used on flat paint.

Satin paint is durable and washable. they do sell paints that are intended for scrubbing such as Ben Moore Regal Matte, Duration Home Matte. don鈥檛 use flat that鈥檚 generally a ceiling paint and gloss shows every imperfection. Go to Lowe's or home depot and ask to look at scrubable-washable wall paints they will usually be called a lo-luster, satin, matt, aqua, these are all latex based paints.

If neither of these work on your walls, you'll have to use sand paper -- which means you'll have to paint the wall.

You can probably wash it off with something like Pine-Sol and then just use a glass cleaner to take the Pine-sol residue off.
